Desentralisert Kompetanseutvikling

Decentralized competence development is a central initiate to increase the responsibility of the municipalities for quality development, and to stimulate a long-term cooperation between municipalities and teacher educations, and to develop higher education institutions' role as a development-actor for the schools.
